நவீன தேசிய அரசுகள் தோற்றம் பெற்றபோது தான் குடியுரிமை எனும் கருத்தாக்கம் உருவாகியது என்பதை நாம் அறிவோம். இதனை, “திடீரென தேசிய அரசுகள் உருவெடுத்தன. அதன் விளைவாக, மக்கள் ஏதோ ஒரு தேசத்தின் அல்லது நாட்டின் குடிமக்களாக அடையாளப்படுத்தப்பட்டார்கள். இதற்குப் பிறகு எந்த நாட்டுடனும் அடையாளப்படாதவர்கள் நாடற்றவர்கள் ஆகிவிட்டார்கள்” என ஹன்னா அரென்ட்ட் குறிப்பிடுகிறார்.
